If you can, coat the whole rusted area with POR15---http://www.por15.com/ ---hardware stores carry it or online. As long as you can cover the whole rusted area, it will seal in the rust and you can paint over it. Wire brush any loose rust first and then follow the directions. May not be perfect but it lasts a good while if done right.

Try WD 40. There is some kind of gel that does a very good job of removing rust. Check with a hardware store.

You need to get a small grinder to get all the rust out. If that does not work, then you will have to replace the metal. Any rust left, it will come back.
