Applicqations for foreign students doesn't differ much. FInd the school's web site, and follow the directions for how to apply.

There are a couple of differences. As a foreign student, you will probably need a student visa and you may have to prove that you have the funds to attend.

Find a college that offers a Phd in Electronics and apply. If the school accepts your previous Master Degree courses and you went to an accredited college, and your grades were excellent you should be fine. You will be expected to take the college entrance exams such as the GRE.
