You should learn HTML code, there are a lot of tutorials for it on the internet, just search on yahoo or another search engine for "learning html" or something similar, you'll see there are a lot of tutorials and you realy don't need to be a programming expert to understand the most of them.
Once you have learnt that you gonna have to find a domain provider, that's some sort of internet company that gives you webspace to upload your HTML-document to, which is then your own website. But, in most cases you have to pay to get this webspace...
Also, if you don't want to learn HTML you can download a GUI website builder (I recommend ace HTML pro, but you have to pay for the full version). If you are already familiar with HTML and you want more of an advanced website you should download an advanced HTML editor like notepad++ (normal HTML documents can be made on notepad, standardly installed with Windows).
Or you can also learn another code like PHP or XML, but it's strongly recommended you are familiar with programming before using these advanced codes.

a lot of web hosting plans include free software to make building a site easy. ex: yahoo sitebuilder. you can build a basic no bells or whistles site in minutes and publish it. if your looking for an advanced site and have free time to learn. frontpage,expression web and dreamweaver are all programs you can use.

Well, you could always use piczo or freewebs.
I recommend piczo, you could have .tk as your
ending, and that doesn't look halfbad.
Or you could buy a domain, but piczo's free,
so I'd recommend that.
It's really easy to make it, it even gives you step
by step instructions when you start.
