I'll go with Bush senior for supporting him for the longest time.
Bush Jr. has done the most to spread his message of fear, so it's close.

Bin Laden wasn't much of a threat when Reagan or Bush Sr. were in office.
That leaves Cheney and Bush Jr. (while you cleverly avoided adding Bill Clinton off your list.)
May I assume you avoided adding Bill Clinton as a choice because hands down all the answers would have pointed in his direction? Making you look sort of goofy for asking such a one-sided question...
But, as I said, that leaves Bush Jr. and Cheney.
Given the fact that Cheney isn't half as powerful as Bush Jr. (acting President) the answer is really quite simple.
Cheney.
Still... Sort of an elementary question coming from someone using the user name of "dangerous"
