It depends on what sort of DVI connector the monitor has.

DVI comes in three types:

DVI-A This is the same analog signals as in a VGA connector - just in a DVI connector.

DVI-D This is a digital link between the system and monitor using a different set of pins in the DVI connector.

DVI-I This has the analog signal on one set of pins and the digital signal on another set of pins all in one connector.

So, if oyu have DVI-I or DVI-A then you can get a cable that has a VGA connector on one end and a DVI-A connector on the other and everything is fine. Or you can use a DVI to VGA adapter.

But if the monitor connector is DVI-D then the analog signals from the system are incompatible with the digital input and no cable is going to make it work.

Look at the DVI connector on the monitor. There is a grid of 3x8 pins, and then on one end a slot for a wide tab contact. If there are four contacts around that slot then it is DVI-I and you can connect to your system.
