Take it from a life long liberal...the majority of Democrats we have in Congress suck just as badly at the moment. All I want from my representatives is for them to have the best interests of America and American Citizens as their top priority. Give me a Republican that embraces that philosophy, and this blue-state liberal donkey will vote for them at the drop of a hat.
The dismal opinion of Congress isn't a Democrat/Republican or Liberal/Conservative thing....it is most certainly a team effort.

They play their part as do the Democrats. But I think they are unfairly taking the blame for the pathetic ratings. The invasion of Iraq seems to be the issue that pushed people's buttons now. But in 2003, when the invasion was getting started for the most part, both Republicans and Democrats were in favour of the invasion. the Republicans in general seemed *more* in favour, but even John Kerry, Bush's opponent in the last election, voted in favour of the invasion. So they pretty much have to share the blame on that score.
The people voiced their dissatisfaction with this attitude by voting in a Democratic majority hoping they would fix what everyone had broken. The Republicans took note and began shifting sides away from Bush and the neocon perspective and against the war. But the Democrats, fearful of any possible consequences in the 2008 presidential election, chose to do more or less nothing instead of taking charge and forcing any issues.
Like I said, both are really to blame. Maybe you should vote for a Reform party candidate next time? Both parties are so scared to lose points in the 2008 elections if they take any sort of firm stands at all, they are both paralyzed.

Well, since the Dem's are in power now...probably a little less than the Dem's...but Congress is wholly responsible for not being honest, continuing the back room deals to pork up bills with unnecessary projects and million and billion dollar political favors.
We the people really are at the end of the day the responsible parties for always thinking...well, they are a bunch of crooks...but my Congressman is okay.

the biggest problem is the executive. Democrats promised many things, and their first 100 days were a blitzkreig where the really did most of what they said they would try to do. The problem is that when you have a democratic congress interested in progress and a president that moralistically declines to play quid pro quo, its the next best thing to impossible to force through your promises unless you have a super-majority, which the republicans are blocking.

They all play a part. Keep in mind Congress historically has lower ratings than the President. (Although the current President certainly is trying his best to buck this trend.)
It's not different than ratings of state legislature vs. governors.
It's far easier (and simplistic) for people to rate an individual than a group of people so individuals tend to get higher ratings. It's a statistical quirk that anyone should keep in mind when looking at poll numbers.

A lot. Not that the Dems aren't perfectly capable of screwing up on their own.
But, the Dems were given a majority because people wanted a change. As long as they don't have enough of a majority to shut down a filibuster or override a veto. That ain't gonna happen.

Certainly more than our share, that's for sure. I think that the overall disapproval rating is as a result of a fed up America. Both sides have sold out, most of us know that, and it's time to clean house and start over.

They created the conditions of poor government, out of control spending, and corruption. Basically the entire government has dismal ratings, not sure why you seem preoccupied with congress.
