I have an AMD Socket 754 Motherboard in my PC (Foxconn), with the SiS 755 NorthBridge in it.

I have (for the first time) checked the Temperatures on Both my North and South Bridges, and they seem to be running Hotter than my CPU!!

My NorthBridge SiS 755 runs around 124F (or higher), and my SouthBridge SiS 964 runs around 109F. My CPU runs between 90F to 100F, and about 8F Warmer at the Core.

I am Currently Liquid-Cooling my CPU, and Raptor Hard Drive.
Are these Temperatures Normal for the North & South Bridges??

I have also Installed SpeedFan, and have found the Same Temps in there (just a couple Degrees off).
And what is the ACPI?!?

Those temperatures are not in the danger zone, but they are not great either. If you are not experiencing any problems, then they should be alright, otherwise you might consider at least adding the North Bridge to the liquid cooling, or getting it a better heatsink.
