Reconstruction is a long process that often fails. If you're expecting Iraq--a country that lived under a brutal dictator for decades--to be a stable democracy after only a few years, then you're delusional. The reconstructions of Germany and Japan took longer. Let's not forget that our own reconstruction process failed miserably by 1876 and wasn't revived until the mid-20th century. And we're probably the most stable democracy in the world. Patience.
