you betcha, walking stimulates the cardiovascular system (makes your blood flow) and blood is what builds muscle. after a workout the body needs lots of blood to rebuild and walking will stimulate the blood flow. BTW, swimming does NOT work!!
the low water temp slows the bodies metabolism down, ergo, not as much blood is flowing. stick with walking/treadmill/stairstepper/etc.

No it slowly reduces your heart rate and is accually better than just stopping.
