Fun, creative, not expensive, can be done alone, not illegal, takes a reasonable amount of time. For a female teen. No reading, painting, exercising, volunteering.

"No reading, painting, exercising, volunteering?" Why not? No wonder you're bored.

When I get bored I go to rec. at my school, it's not exactly exercising, but take some friends and play some competitive dodgeball, losers buy winners ice cream. Or I like to think of something to make my bf, or teach my dog a new trick, have my friends over for a bonfire, which after a week is STILL burning lol. Or when all else fails I'll just get online and answer questions on yahoo.

quilting, baking, crochet or knitting

you can teach yourself how to quilt using simple designs from pieced squares - once you've got the hang of it you can use most any geometric shape and create very intricate patterns - you don't have to do a full size quilt to start - you can make pillows, baby blankets, etc

pull out one of the old cookbooks you've got in the house (or borrow some from the library) and learn how to bake pies, cakes, breads from scratch - you'll impress your family, friends, college roommates and romantic interests, and you'll never go hungry. most ingredients are already in your kitchen, and what you don't already isn't terribly expensive to purchase

crochet and knitting requires yarn and either a crochet hook or knitting needles - not too much of an investment. I just travelled across country with a teen who knitted a baby blanket while we were on the plane (took her the roundtrip to finish, but she used two different colors and a couple of kinds of stitches). I was WAY impressed as I couldn't knit a potholder in a million years ;)

anyway, good luck finding something to do!
