I think the term terrorism is too vague. Usually, there will be specific charges laid against a suspect. Assuming that no act of terrorism occurred and the suspect was caught before anything happened, you can't presume that hanging will be the punishment. Often, a long imprisonment is meted out.

Of course, if it's a serious crime that deserves capital punishment, then the death sentence will be meted out. So it's inaccurate to say you'll definitely get hanged for terrorism.
