The computer I'm now using has 1.86GHz, will the difference between 1.86GHz and 1.66GHz make my new computer slower?

I am buying it from SonyStyle.com it offers the cheapest option I've seen so far, but it does only let me choose from Celeron M's and Core 2 Duo's. No AMD or anything else.

Celeron M is two generations behind. It was the M, then Core, then Core 2, so go for the Core 2, especially since it's DUO - meaning "two processors on one chip"

A core 2 Duo (1.66) is actually double that so its over 3 GHz...i think...get the Core 2 Duo...no doubt
