From my personal expeirence I would have to say Canada. They had some of the best equipment in the world, and I did not have to wait long to be treated. Which was very important for what I had to go to the emergency room for. Not to mention it was free, so I didn't have the stress of worrying about how to pay for the medical bills.

Do you mean the quality of care you receive when you get care or the healthcare system itself?
In terms of care the US is hands down the best care in the world. The system in the US is substandard and the one in Germany is best b/c they use a combo of private insurance and socialized medicine so they get the best of both systems.
