It seems the pond is fed by run off water however even in the drought it alway has 2' of water and will not clear

what are the conditions around your pond? is it loose dirt? how are the banks going to the pond? you may want to put sand with gravel on top around the edges of the pond. The sand will help "filter" runoff water as it enters the pond. Also, how large is the pond? Is there aquatic life? Could you treat it chemically? Without more info on the pond itself, My best guess would be turtles. Mike

If you have no type of filtration system, you are stuck with whatever nature gives to you. Maybe your run off has to go through some loose soil or construction before it gets to you.
