Anywhere in the lower Sierra Nevada sounds about right.
Stay above 1,000 feet and under 5,000.
That will reduce the smog line from Sacramento and have less 100 degree days, but under the snow line in the winter.

Placer and Nevada County. (lived 3 years)

And finally I really like the north parts of San Diego Co. but the cost is high. and if you go inland there is allot of days above 90.

Actually it's hard to find all those amenities in cali. I live in Orange county, but I would suggest pound for pound san diego area.. Expensive living, but you can still find some areas far cheaper than LA or SF. Its fairly safe in big city standards, and its a beautiful place to live...

i live in southern ca all my life. i enjoy it and i have been to other states but ca is my home. unfortunately, all those that you state are definitely a big factor when deciding to move here. Not sure specifically, but anywhere in ca outside the big cities. ie, la, sf, sd, and sac. good luck on your decision and if you decide to come, let me the first one to say, WELCOME TO CALIFORNIA, the land of the fruits and nuts. LOL!

Stay away from Los Angeles is all I can tell you for sure. Maybe North Cali?
