Yes. Burning plasic produces fumes that are toxic to humans and if the plastic melts on someone or something, it causes a horrible burn because plastic holds heat for a long time.

It is not good to microwave things that are in plastic containers not only because of the fumes, but because those fumes spread into whatever you consume which is also toxic.

It depends on why you are melting it. If it is to create something else, the answer is "no". If you are doing it destroy someone else's property, the answer is "yes". The act of melting plastic is morally neutral, so the question as stated must be answered with "it is neither good nor bad, it is just an act". "Good" or "bad" are moral judgements which only apply to the intention of the actor.

"Bad" is a little vague. Bad, in what way? Basically the answer is no, unless it is something of value, either to yourself or someone else (don't go melting someone's cell phone, for instance) or unless it starts a fire. Also, don't sniff or breathe in the fumes from the melting or burning plastic.

In a house fire, it's the fumes from the plastic that are so deadly. When a person has burning plastic cover a part of themselves it becomes a viscous burn. Plastic holds its heat a long, long time.
