Technically, he's been disbarred because of an offense, right? But calling him a criminal is severe ...Depends on if you believe a library costs $100 million in Arkansas.. and what happened to Vince Foster. Pardons aside, I'd still like to know that story. Again, there's not the political capital or the media agenda to follow anything of the sort. So, you turn the page.

It depends on what you consider a criminal act and the impact it has on society and civilization as a whole. Lying to Congress and the American people? Yes, he lied, but did anyone get hurt or killed because of it? No. How about G.W. Bush and his cronies in Washington? Lying to Congress and the American people, continuously? Yes, absolutely guilty! Is he being accused of being a criminal by the mainline press, Congress, or the Supreme Court? No. Why not? Answer me this question, eh?

If every president that ever had an extra marital affair were considered a criminal, we wouldn't have any presidents that aren't criminals. I mean, FDR died with his mistress. One guy had an illegit child while still married. Kennedy, we won't even go there. Eisenhower, LBJ. Honestly, I'd say they were way worse than anything Clinton did.
Furthermore, when Clinton "lied" (they asked ARE you having sexual relations and at that moment he wasn't, basically he found a loophole in verb tenses), no one died!

Bill? Yes he lied to Congress about a BJ. If that makes him a criminal then holy crap, Bush and his band of lying misfits have lied so often and so frequently that it seems common place.
Bush and Cheney criminals? Oh YES on even a grander scale than Clinton ever dreamed of.

I keep missing the trial that made him a felon, I keep missing the trials for rape, murder, drug running, all the things hes been charged with.......oh wait, there were no trials? No charges? No verdict...no indictments even? His impeachment failed too? How many millions were spent, how many FBI man hours were wasted? How much energy, how much ink, how much hot air was used in the making of these rumors? All they could find, was a man who lied about a bj in a deposition in a case that never came to trial. And the lie was not about any of the principals in the case. And, it hadn't even happened until after the whole mess started, pitiful, just pitiful.

I think President Clinton is the best thing to have happened to this country in several decades. Since Kennedy's assassination, actually.
I also think your "question" is pure trolling.
"Criminal."
Pfffft.
Where have you been for seven years? THERE's your criminal.
