what does eva foam do specifically? read more detail?

I am looking to build my own poker table and it says i need to use eva foam
do i put the eva foam on the wood and then put the felt on top to make it soft and smooth?
what is the eva foam meant for in general?

You're the one with the plans and instructions. Study them and see where it goes, and try to puzzle out why. Without seeing the plans and where the stuff goes on the table, I couldn't say if it's there as a cushion, or if you put a wad of it under the legs to keep the table from wobbling. Then google the stuff, and see how other people use it, or how it's marketed.
