Yes, I think there is a good chance that they are.
In 1995, they had one of the most popular songs of the summer with "Undone - The Sweater Song".
And in 2005, they had one of the most popular songs of that summer with "Beverly Hills".
I think that that kind of production over the course of the decade qualifies them to at least be in consideration for the title "Greatest Rock Band of the Past 10 Years".
