I remember watching this movie in Elementary school and the kids are in a classroom and there is no sunshine, but the sun is scheduled to come out for an hour, but one kid gets in trouble and misses out on it. I think it was a Nova or PBS movie.

But they are also resentful of a new classmate from Earth, who remembers what it's like to see the sun. They lock her in a closet just before the sun comes out

The first answerer is correct, but I just wanted to add that it was originally a short story by Ray Bradbury. You can find it in the book "A Medicine for Melancholy," or you can read it online here: http://www.intermed.it/bradbury/Allsummer.htm .
