I'm looking for a movie about kids that only see the sun for about 1 hour a year. Early 80s pbs or nova.?

I remember watching this movie in Elementary school and the kids are in a classroom and there is no sunshine, but the sun is scheduled to come out for an hour, but one kid gets in trouble and misses out on it. I think it was a Nova or PBS movie.
