Dreamweaver is definitely the best of the WYSIWYG editors around, and one of the few I would really use. However it does not come cheap and I could not really recommend a beginner shelling out that much. I detest FrontPage because it is very limited and produces clunky code. I tend to code directly in Notepad and therefore expect code to be very clean so that mistakes can be swiftly corrected. Learning HTML is a great idea and with some excellent tutorials around now, it's a lot less daunting than it used to be. I suggest checking out the one below which has helped many friends learn.

When downloading the free Netscape browser, there's a built-in Composer which is a superior HTML authoring tool to generate a full-blown website. It's intuitive and powerful since it reads and edits almost every piece of HTML-based, Java scripts, CSS [except for Flash]. And the codes are not as excessive as that created by "Nightmare"weaver.

Try out the free development environment named "Eclipse." It has a nice editor and a complete plugin environment. There are all kinds of Eclipse plugins, but I think the HTML editor comes with the standard install. To obtain Eclipse goto http://www.eclipse.org/ and download it. Installation is quite easy because it ends up giving you a ZIP file that you simply expand where you want it on your hard drive. Then you goto the ..\eclipse\eclipse.exe file and double click on it to run the editor.

I've always been a Notepad hard code programmer, but i hear good things about Macromedia's software for net development. Do try checking those out.
There are open source free software options you can try, such as nvu which can be downloaded legally online.

Notepad, WordPad and WinSynntax are what I use.
Oh and Visual Studio.Net at work (but that's mostly because of Asp.net part).
