In the Apollo program, SECO stood for S-4b Engine Cut Off. The S-4B was the third stage of the Saturn V rocket. When it shut down after orbit was achieved, that was SECO. Notice in the movie Apollo 13. The CAPCOM says S-4B cut off in ten seconds and then Haise says SECO! It was easier to say SECO than saying the whole thing and more recognizable over the radio.

It is Sustainer Engine Cut Off. The Atlas has 3 main engines, with the outer two being dropped off early in the flight while the third one continues all the way to orbit. That 3rd engine is called the Sustainer Engine. Some other rockets have such engines too I think.

It means second engine cutoff. That was when the third stage shut down after it put itself and the Apollo spacecraft into a parking orbit around the Earth before firing again to send Apollo to the moon.

Any acronym ending "xECO" means "x engine cut-off". MECO is main engine cut-off, CECO is center engine cut-off, SECO is single or secondary engine cut-off.
