I have pop-ups disabled on both Firefox and IE. Nonetheless, on many sites, (e.g., PC Mag, and some others) pop-ups still occur! They are persistent small floaters above the window. How do they do it? (Inform others, that we may ALL disable it!)

If you have pop-ups "disabled" that means your pop-up blocker is disabled allowing pop-ups to appear. Try enabling your pop-up blockers.

Edit:
If pop-up blockers are enabled you may be getting pop-ups by various means. Some sites use "pop-unders" which are pop-ups that open but are underneath your main window, or pop-ups that immediately open and then minimize to your taskbar. Then after a second or so, the focus is sent to the pop-under or minimized pop-up so that it opens. There are also pop-ups that are "float-ins." I am not sure how pop-up blockers work, but they don't catch windows that open in these "stealth" modes. I am sure that eventually the pop-up blockers will be modified to catch them but then someone will find another devious way of having these annoying things continue to harass web surfers. One things you may try is to find the URL of the pop-up and add it to IE's "Restricted Sites" to see if that stops them (I don't know anything about Firefox). You can also try loading toolbars (for example, Yahoo, Google) that have there own pop-up blockers. They seem to be better at catching pop-ups, in fact the Yahoo toolbar was so good at catching pop-ups that I shut it off because certain pop-ups I wanted to see (like video players or pop-up forms) were being caught and not allowed to open.

Sorry I cannot be of more help. Good Luck.
