A Flat in the UK = An Apartment in North America.
Now why is it called Flat that you will have to dig into the British people's history and find some fresh dirt.

The word "apartment" simply never caught on in the UK except in either a royal context or in accommodation ads to imply an extra-luxurious flat. I have no idea of the origin of the word "flat" to describe one unit in a building divided into separate self-contained residences whether it is an old large house so divided or a high-rise building designed as many separate self-contained residences

it's not like a row of apartments and buildings are all connected as one extremely long floor around the globe. So you live in on a flat, not a 3D.
Or
Go around screaming you live on a 3D.
