everytime my car is wet---say it rained or i go through the car wash----my brakes squeak really loud, this doesnt happen when my car is dry. i drive a 2005 dodge neon- i know---ick

Mine does the same thing. I had them checked, it's nothing wrong certain ones just do that, as annoying as it is, its normal

How would you like to solve the problem? The noise you hear is called brake pad / rotor harmonics or vibration. Here's what happens. When it's damp outside and your brake rotors and pads get wet a small film of rust forms on the shiny cast iron brake rotors. Any cast iron is highly susceptible to rust and corrosion within minutes if it has no coating.
Since the rotors can't be coated with anything lets attack the problem another way.
Remove your brake pads and clean up (wire brush) the back steel sides and spray with brake clean. Pick up a tube of CRC Brake Quiet from your local NAPA auto parts store. Apply a coating of .060 - .090 thickness of this red high temperature silicone to the back steel side of the pads. Let it dry 15 - 20 minutes if there's no humidity in the air. 5 - 10 minutes longer if its damp outside. Put everything back together and I'll guaranty the miserable sound of whining screeching brake noise will be gone forever.

The most common cause of brake squeal is the contact area of the brake pad to the caliper shifting. I doubt that you need to replace rotors for squealing, just put anti-squeal on the pads and lube the caliper slide pins.
