A horcrux is an artifact (or perhaps an animal; Nagini may be a horcrux) that contains a part of the magician's soul. They are made by a complicated spell which involves murder. Therefore, anyone who said that Dumbledore is not dead because he has a horcrux is saying, in effect, that Dumbledore has committed murder. Not killing in self-defense or other excusable reasons, such as defense of an innocent, but murder. Not Dumbledore.

A horcrux in general is like a life line. How you make it, you kill a person or thing. With that, you soul splits, giving you the opprotune to place that half of your soul in.... a black Allstar shoe, or what ever you choose. You can do this numerous times, as Voldemort did. So with these horcruxes placed, if someone came up and killed you, you'd be okay because you have your trustly horcrux. In HBP, Harry and Dumbledore discover that this is why Voldemort seems impossible to kill. And they kind of go on mini missions to try to find out where he put part of his soul (there are 7 that he used). So far I think there have been 2 or 3 destroyed. This leads to the Deathly Hallows, where Harry sets off to detroy the rest.

A Horcrux is defined by Rowling as a "receptacle in which a Dark wizard has hidden a fragment of his soul for the purposes of attaining immortality." With part of a wizard's soul thus stored, the wizard becomes immortal so long as the Horcrux remains intact, typically hidden away in a safe location. If the wizard's body is destroyed, part of the soul remains preserved within the Horcrux. However, the destruction of the Horcrux creator's body leaves the wizard in a state of half-life, "less than the meanest ghost." Lord Voldemort was left in this state when his attempted use of a Killing Curse on the infant Harry Potter backfired upon himself. The magic involved in the creation of a Horcrux is considered one of the worst of the Dark Arts.

I think Horcuruxes have been defined nicely already, but no one has mentioned how to create one. Well, the wizard has to commit a murder and then perform very difficult magic. The reason the wizard must kill someone is because it is this act that actually tears the soul. The magic simply retrieves the torn part form the wizard's body and confines it in another receptacle.
