The stretch should actually be easier than the windup. Less movement. To get more speed (which can only be done if you have issues in your mechanics...you cannot make someone throw harder), try driving harder off the mound. The more you drive, the closer to the plate you get, and thus, the faster it gets there.

If you are already doing that, try hiding the ball more, to not allow hitters to possibly pick up what you are throwing. Being deceptive is just as valuable as throwing hard.

In the end, you very well may have reached your max velocity. If that is the case, work harder on your CB, Change, etc...stop trying to do what your arm will not allow.

If that is not the case, clean up what might be wrong in your mechanics, and the velocity will come. (It's hard without seeing you to know what you might be doing)

Make sure you come to a full stop, with your delivery, to avoid a Balk. You will lose some velocity but should pick up better control of your pitches. Don't worry too much about lost velocity, just keep the ball down and hope for the ground ball and a double play.

Make sure you flick your rist at the end of the pitch that will increase velocity and if you really want to increase velocity consider going to the windup
