You can buy a 'hugger' or 'flushmount' style fan. It does not drop far from the ceiling.
A better idea might be one of those large decorative iron wall mount fans. They look great and will get the air circulating. Here's an example: http://www.littmanbros.com/store/item.aspx?DepartmentId=273&ItemId=39082&

2000 is on the steep side of this upgrade if you ask me. It should be no more than 1000.00. It's not a heckuva lot of work to install one properly if you have a decent contractor. That said, yes it is worth getting ceiling fans, and although some here have said it is an eye sore, believe me it's not. It can be a very important part of your interior design if you get the appropriate look for your decor. As for selling your house in these economic times, I would suggest you forget about recouping costs for now, and just grab a ceiling fan to make your room cooler in the summer and hotter in the winter.

I'd be a little worried about tall people constantly getting smacked in the head. Maybe you should consider some large room fans instead of a ceiling fan.

yes, the fans will save energy. You do need the "ceiling hugger" type fans. My ceilings are 7'6" and I have 8 ceiling fans. They do save on the AC costs.

Yes. My house is the same and I have one in every room. It really does help.
