i already have a knowledge of dreamweaver and flash, but i realize it's time to really get going with css. also, what type of programming is used to create custom blog designs?

Read "Designing With Web Standards" by Jeffrey Zeldman. It's an easy read and covers html and css including page layout. It's how I learnt.

Custom blog designs: depends which blogging platform you choose. WordPress templates are easy to create and very flexible, Blogger less so, but there are many other options. You would need to know html and css and then you'd need to figure out where to insert the tags that your particular blogging tool uses - that's a good few hours you'd have to spend reading their help pages.

One (but only one...because there's so many types of blogs...) blog template design guide is to dig in to the help files at Google. First, get a blogger account and select one of their most basic templates. (They have an EXTREMELY bland and basic one consisting of a white background and two columns.)

Then, you may edit its "layout" and, on the control panel, select "edit html". There, you may see their "widget" language. Google offers Help files describing the widget language used to build these templates. They offer the full syntax, if you wish to learn it and play with it.

Check the "For Dummies" series, or the "Complete Idiots Guide" series. I find both to be incredibly helpful and educational.
