If its too cold for you to sit outside in shorts and tee shirt it's too cold for the tortoise to be outside.
If you can sit outside in skimpy clothes and still feel warm then it's great for them.
Lots of sunshine will do them good but if the clouds come over and it cools down take them in. Never leave them out in the rain or over night they would cool down too quickly.

Hi
I also have hermanns, they spend most of the day in their outside enclosures eating their weeds,I dont have mine indoors because they do need the uvb ray,sun or lamp
if we have bad weather ,mine go into their greenhouse with lamps on ,and access to outside enclosure

Few of us keep our homes at temps and humidities that are right for our tortoises, and it is not a good idea to try to keep animals that dislike change as much as tortoises do in two different places.

Letting them alternate between warm and cold will make them ill, as will moving them around all the time.

leave the enclosure open so they can go back in or put your heating on during the day instint will tell your pets to return to their enclosure if they get too cold
