If you are running Windows NT/2000/2003/XP probably also Vista the thing you want is built-in Event Viewer.

If running lesser version of consumer-grade Windows there is no such thing, you may get lucky on a search through those shareware sites like CNET's download.com

in Windows (you did say "PC") the Event Viewer will show the times for the startup and shutdown processes.

Its part of the Administrative Tools which are accessible through the Control Panel or you can go to the Start Menu options (Advanced) and enable the link to them to be shown in the All Programs menu and Start Menu (or just the All Programs menu).
