It depends on WHY you are asking. If you're homosexual and in a club you might just want to figure it out before you make a mistake. On the street it's just looking for trouble.
Think about it from the perspective of being heterosexual. You do everything you can to attract the opposite sex: dress, walk, haircut, working out, the things people value, etc.. and somebody asks you if you are homosexual. That's going to create a crisis in some, be offensive to others, and the few can look past it.
So generally no, but use common sense
