I paid my ex-landlord a year ago RM190 for deposit and utilities. Now that I had move out, he gave me an account saying that he deduct all those water bill and current bill and lastly in his account, he said that I still owe him RM3.62, and never provide me any evidence (ie. those current bill and water bill). He told me to trust his deduction but he never show me those bills, and I don't trust him at all.

Am I right that if he doesn't provide me those bills, he could not deduct any cent from my deposit and should pay all back to me unless he could provide me those bills?

Where can I seek for help to force him to give me back my money? The amount is just a little to the lawyer, where I think it is not worth paying for lawyer fees just to get back my RM190.

What should I do?

I'm staying in Malaysia. Malaysia's law is much preferred and Commonwealth countries' law can be accepted as well by the court in a certain level.

Take them to small claims court.

Under Pennsylvania law, you have to send a letter by "certified mail, return receipt requested" requesting an accounting of the escrowed funds (security deposit). If he fails to supply the accounting and difference between proper charges within 30 days, you may bring an "action in assumpsit" in small claims court to recover *double damages* against the landlord. The burden of proof is on the landlord to prove the amount of the damages incurred. http://members.aol.com/StatutesPA/68PA250.512.html

Check the applicable statutes in the province or state in which you live.

ask for proof such as copies of the bills
If these can not be provided, file in small claims court for your money back

In the U.S. you almost never get deposits back.

I am guessing this is NOT a case of U.S. Law. Am I correct?
