How can I get the html color code from a color in a picture using Windows XP and without wanting to pay any money?

Get a free trial of Corel Paint Shop Pro http://www.corel.com/servlet/Satellite?pagename=CorelCom/ProcessLayout&lc=en&ppg=CorelCorp/Trials/Login&pid=1156169694605&cid=1156169693940 and use the Color Picker tool.

I use Firefox for web development, instead of Internet Explorer, for the extremely useful, and free, Add-Ons below:

In Firefox, click on the Tools TAB > Add-ons > Get Extensions and search for them by name.

I just installed pixie. You can get the color in hex, rgb, html format of any pixel you hover over (while the program is running).
