Notice this isnt about "southern" its about being a part of the sunbelt. The last half decade have seen enourmous economic and population growth for D.C. (especially its suburbs) but as of the last year they have slowed. What are your thoughts?

By most definitions, Virginia is a sunbelt state while Maryland is not. Washington D.C. has characteristics of both. Some sources do not include Virginia as a sunbelt state, so my tiebreaker goes to The Most Southern Northeastern City.
