We just bought the house one year ago with an appraisal, and did no work on the outside what so ever. The city is telling us our house costs 5,000 more than last year. How can they decide that when there are 28 foreclosed homes of 1500 households which was not that high when we first moved in, can we do anything about it?

Challenge their evaluation. Than take your comparables in to the meeting. It’s that easy.

If the appraisal is less than you paid, then you have a problem. When you receive notification of the value of your house, you usually get papers to dispute the raise in value. You have to call the appraisal district, make an appointment and then go in with proof that your house is overvalued. Sometime you can just have an informal meeting and get results but sometimes you can't and have to have a formal meeting. Usually governments in an attempt to raise operating funds do a blanket raise in values of houses. Many people will not take the time to go in and fight the raise. This way politicians can stand up there and shout that they have not raised taxes. And they haven't, just values. You only have a certain period of time to protest the raise, so get on it quickly. You will have to find other comparable houses that are taxed less to win. The appraisal district is usually available to all and most have computers there so that you can search for comparable houses. Lots of Luck.

Every one of you should ban together and refuse to pay your taxes. Show them that all of you can unite and are really upset about the situation. Negotiate then pay your taxes. It will only work if all of you do it. At least that is what it says in the constituion. "For the People" If you and everyone else believe it is unjust do something about it. It could be considered in some sense as a silent protest. Just an idea. Good Luck with the whole situation.
You could try writing a letter, but that probably will not work.

It is to late in most taxing districts to protest the tax for this year, most protest have to be submitted by the end of April or May depending on the Tax Appraisal District.
You did not indicate if you have your home homesteaded, most tax districts allow a small tax reduction on homesteads.
You can file for a homestead exemption how for next year.
You will have to wait for next year's tax notice, to protest the valuation of your property. In most cases you will need some supporting documents on what a like kind house sold for in your immediate area in the last 6 months to a year.
Sounds like you may have a case because of the foreclosures, but remember just because someone can no longer afford the mortagage loan, does not mean the houses will sell for less than orginally the price or like kind houses.

You have the right to have the property taxing agency review your case on an individual basis.

Clearly state your case and request that they review their assessment. You may also suggest the amount of property tax you think you should be taxed knowing what yu do about the comparables in your neighborhood.

I don't know the answer to your question, but I do know that our property taxes doubled since last year and we haven't done any improvements either
