The car i'm gonna get is FWD. With rear drum brakes and front disc brakes. It is 172 HP 4 speed with over drive, and 4 cylinder. It's the 2008 Dodge avenger. Is that bad? I'm thinking of getting it. Hopefully for 17,500-18,000.

how do i know when i need to replace my brakes? Also can i replace the drum brakes with disc brakes?

I would not regard drum brakes at the rear as a problem. The load when breaking is almost entirely on the front brakes anyway. Drum brakes have some general disadvantages compared to disk brakes but they do not apply that much on the rear the more as the car has front wheel drive, front engine etc. so the weight on the rear axle is lower than on the front. Unless you don't race your car permanantly you won't feel any difference when driving. Many mechanics I know regard disk brakes at the rear as unnecessary for most of the cars.
Addition:
Replacing them after you bought the car will certainly cost more than the surplus the first model with disk brakes at the rear will cost you. It's not only changing drums against disks also the hand brake construction will be different so that are major changes to the car which will take a lot of time and material. Maybe even part of the suspension will have to changed. So if you really think to need disk brakes at the rear buy the model that has it. The difference in the list price is something about 2000 US$ as I saw from their website - and I guess you won't be able to change the rear brakes for that money - if it possible anyway. You must not forget that you have electronics with the brakes that prevent blocking and also the ESP works on the brakes. So I rather not play around with that.

Drum brakes are usually put into the rear to make implementation of hand brake easy and to cut costs... most front wheel drives have drum brakes in the rear and discs in the front unless it is a premium luxury car....
drum brakes may not work as well when wet .. but just pressing the brakes a cpl of times will dry them out ...
replacing drums with discs is not a very good idea coz u will lose the warranty ... which will usually save u lots of money for the first 2-3 years of owning the vehicle ... so don't try it within the warranty period...

Drum brakes will stop you just fine. Unless your going down a really long and steep grade and keep on the brakes to slow they will heat up more than disk.

Drum brakes is not always bad. Dust is less than disc.
But if she wears good looking wheel you can see the drum between spokes.
At times great caliper stands for high performance I guess.

They don't have as much stopping power but are better for dirty locations like rear wheels
