since planets are revolving around sun with constant speed
and their orbit if fixed with constant variation
calculation shows that all planet moves with speed which only varies if any comet is passed by the planet

planetary orbits are not significantly affected by electromagnetism, since they are not charged bodies.

I cant understand the question well but i think your thinking of a theory of how the planets are formed no one knows how they were formed so its a unexplainable question of why the planets are how they are.
I don't remember the theory's there are about the planets but I'm sure it would be easy to look up on-line.
