If you transfer to a public (state-supported) university outside California, you generally have to pay out-of-state tuition, which can be considerably higher than in-state tuition. That is because the state government subsidizes education for their own residents. The same is NOT true, however, for private universities. While they are generally more expensive than public universities, since they are tuition-driven, the cost of attending is the same for all students within any given program, regardless of where they come from.

If you are going to a public university (one that's supported by state tax dollars), then yes you will pay more as an out of state resident.

If you're going to transfer to a private university, residency won't make any difference in tuition.

You could try to establish residency in your new state and thus qualify for in-state tuition rates. However, this process can be cumbersome (and sometimes downright impossible) depending upon the school. You should be able to find the info on the university's website. (Generally under registrar's office, or whatever other section of the website contains tuition information.)

Your Pell furnish quantity is centered fully for your (and/or your loved ones's) revenue, no longer at the price of your schooling. The highest Pell is $five,500 a yr, whether or not you cross to a group school or an outrageously-priced individual school.
