man 1 owes man 2 X amount of money. At court date man 1 is given a month to pay before second court date and made aware that at second court date if money is not paid jail time and a sherriff sale will be the result. In that 30 days man 1 transferrs titles of all properties owned free and clear to a third party so they can not be sold at sherriff sale. Is there any kind of penalties for such actions by man 1?

The combination of both of the above answers is correct as it would be considered fraud on both party 1 & party 3...both could be charged criminally for trying to defraud party 2 and the Court would grant the titles and assets to party 2.

Yes, it would be called fraud. The sheriff could seize them from the third party and give them to 2, and charge 1 with fraud.
