Should I keep growing out my hair and get side bangs?
Or should I cut it just above my shoulders and get choppy layers and a lot of texture?

Depending on face shape, I prefer cut with choppy layers with lot of texture ,now that's HOT LOL ♥

Depends on how ur face is structured. If u have a round face, I think short would look gud..but then if u have a rectangular/square face, then try the long one.
