we need oxygen to brun thing but ,oxygen also presence in the water. Why we can not burn things in the water?

that's because the composition of O2 in water is different compared to the air. the oxygen in the water is only 9 mg/litre of water, I think that's a little to carry out combustion. Above all, water act as a natural extinguisher, when the water is surrounding the burning substance, it will block the o2 supply from air as there's only a small amount of o2 in the water.
but as you can see there's some welding work under the sea, that's because there's plenty of O2 supply from the surface.

Water contains hydrogen and oxygen in a chemical combination, which requires energy to dissociate. The cooling effect of water ensures that most of the substances stay cool enough and don't dissociate the water.

Magnesium and zirconium and a few more substances can continue to burn (initially they need air to start burning) even if we try to put them out with water.

Whether something continues to burn under water depends on the intensity of the fire, the amount of water present etc.

But with regular things, the reason why we can't burn things in water is because the water takes away the energy fast enough that things can't burn. It's high specific heat gives it that property. By the time you can burn something, you would have had to evaporate all the water away first, otherwise, it takes the energy, yet keeps the object non-burning.

The oxygen in the water molecule is already "burnt" by combining with hydrogen. You need "free" (unreacted) oxygen for burning. As for dissolved oxygen, there is not enough of it, and the presence of water will prevent the rise of temperature needed to start combustion.

can like sodium on water can burneed. when we want to burn somethng in water we need material can burn in water like Na, CH2 gas
