On Feb 7, 1962, following the confiscation of US property by the Cuban Government, we enacted a trade embargo against Cuba. This embargo severely restricted travel and trade between the US and Cuba.
Since 1962 there have been modifications to the embargo either strengthening or weakening enforcement of its regulations.
Currently, I believe, we are under the most stringent set of rules yet:
Travel to Cuba is restricted unless the traveler falls into one of a few categories (religion, media, etc) and goods can not be returned to the US (generally). Additionally, "family-visit" is only allowed once every 3 years and monetary remittances are limited to $300 per trip.
Cuban cigars are illegal because they are CUBAN cigars and fall under the embargo.
Also, Cuban goods purchased in a third country are embargoed as well -- you, technically, are restricted from purchasing Cuban cigars in Mexico (for example).

The U.S. Embargo against the country of Cuba. I do not smoke the stinking things anyway, however I've heard they are the sector's excellent, i would not understand that for definite. I believe the Cuban people and the American people are at a loss due to governmental squabbles between the two countries.

Because our government makes them that way. It is a result of our embargo on Cuba. Personally, I think the embargo has run it's course and should be lifted ... but that will not happen until Castro is dead or no longer in power.

since the cold war, and the bay of pigs, we are in a no trade agreement with cuba.. Anything from cuba is illegal in the united states... you can get it in canada though.
