What you have is two mixed numbers. Each is a whole number plus a fraction. Your first step is to convert each of them to a simple fraction. To do that, you multiply the denominator by the whole number, and then add the numerator, and finally, make that result the numerator of a new fraction, with the original denominator.
So, for the first number, 9 5/8, we multiply the denominator, 8, times the whole number, 9, then add the numerator, 5, and get 8 x 9 + 5 = 77. We make that result the numerator of a new fraction, with the original denominator, 8, so that our new fraction is 77/8.
Then for the second fraction, 3 3/16, we first multiply 16 x 3, which gives us 48, then add the numerator, 3 and get the result 51. We make that result the numerator of a new fraction, with the original denominator, 16, so that our new fraction is 51/16.
OK, now then we have two fractions and we want to subtract one from the other. But to do that they have to have the same denominator, a "common denominator" -- that is, a denom that both of our original denoms can be divided into evenly, without a remainder. In this problem you can see that 16 would be a common denominator because both our original denoms, 8 and 16, can be divided into it evenly. So let's use 16 as a common denominator.
Taking our first fraction, 77/8, we want to convert that to some fraction with a denominator of 16. OK, since one eighth is equal to two sixteenths (that is, 1/8 = 2/16), that means any number of eighths is equal to twice that number of sixteenths.
so 77/8 = (2 x 77) / 16 = 154/16.
Now the second of our original numbers, 3 3/16, which we converted to 51/16, already has our common denominator, so all we have to do now is find the answer to 154/16 minus 51/16.
All we have to do now is subtract the numerators and put the result over the denominator. Because subtracting 154 sixteenths minus 51 sixteenths is just like saying 154 apples minus 51 apples. Only here we are dealing with sixteenths instead of apples.
So 154/16 - 51/16 = 103 /16.
Now if you want to you can convert 103/16 into the mixed number, 6 7/16, or you can just leave the answer as103/16. Either way is correct.

9 5/8 is the same as 9 10/16
So: 9 10/16 minus 3 3/16 = 6 7/16 (denominator stays the same; so 10-3=7 and whole numbers 9-3=6)
In mixed fractions (8th's and 16th's), you have to reduce them down to the lowest common denominator (1/16 is smaller than 1/8)
