B. A sales tax is a regressive tax in that it does not consider the taxpayer's ability to pay the tax.

A is simply wrong. A progressive tax has a higher tax rate as income (or the sales price) increases.

C is incorrect. Sales taxes in the US vary form 0% to nearly 10% in come counties. It's too general a statement.

D is obviously wrong as most states do have a sales tax.

C and D
Sales tax is 5% where i live
and medicine and prescribtion drugs are sales tax free.

C and D (D for food and such, but C can be right too). Don't think A or B ever apply.
