More then likely, it is a thermal controlled fan. When you first turn it on, it probably spins, then cuts off until the unit gets hot. Almost all manufacturers use this technology these days. The only time the fan runs is when extra cooling is needed. It is perfectly normal for a newer laptop to run for 30-45 minutes of normal use w/o the lower fan running. If the laptop DOES hava a problem, it will shut off before overheating.

The fan does not need to spin all the time. The only real setting in bios to change it, is if the bios shows it is in "acoustic mode" the fans are quieter, but your system will run hotter.
"Refreshing" or "flashing" the bios will make sure the latest "best efficiency" RPM vs. temperature is set.

This happens alot with Dell Laptops. The fan is no good anymore, you can buy another fan or just simply live with the noise. Since you were able to open up and clean the fan maybe you can troubleshoot the fan and fix the noise, could be jsut a screw loose, or the fan bearing could be gone.

That girls right..... All fans these days spin when you first turn it on but the computers have internal thermometers if you will and when the tempurature gets above the recommended tempurature the fan is then triggered to spin until the tempurature goes down. All new computers do that it saves the wear and tear on your fans b/c they don't have to spin unless it needs too.

I"m an HP Tech, what's the serial number on the machine? On my NX9010, the fan only comes on when the processor tells it to.

maybe the fan is broke or not properly plug.
BUT:
Don't open anything, you ssaid you have bought it last 30 minutes ago, then go to the store cause it is under warranty. They will change the fan or the unit itself.
