I was involved with this field for about 20 years so forgive me if I go off on a rant.
1st there are very legitimate reasons for developers to "work to a pricepoint" and maximize there profit.
A huge investment has to be made in turning "raw land" into
building sites and it is getting harder all the time as communities no longer view unlimited residential growth as a positive thing.
Subdivisions have to be approved by planning boards
zoning boards sewer/septic wells/water lines have to be approved and installed, power, phone, and cable lines run, and then you can think of building the 1st home.
The developer doesn't begin to get paid for any of that until
he starts selling houses.
New Houses are expensive no surprises there! most buyers
would prefer to buy houses where the most money is spent on
the most important parts of the house Kitchens baths and living spaces.
Builders concentrate on finishing as fast as possible, doing the absolute minimum needed to sell the house.
Unscrupulous builders will have their "lumber gorillas" throw up a house very quickly but sloppily, just to get paid and then send somebody like me to take care of the customer's punchlist of complaints. I was(an am), very good at making something wrong, look right, but neither myself or the customers were very satisfied, with this arrangement, and I left the business, and now (because I don't want be Mike Holmes) I take on only those projects where I am free to do a job correctly from the start, Oh and (surprise, surprise!), because, I don't waste time or materials my finished cost is usually cheaper , unfortunately most folks only find this out by taking the "cheapest", bid.

Basements are unfinished to keep costs down. If you want a finished basement the builder will be happy to comply for a price.

That said, it's usually a good idea to finish a basement a few years after the home is built to ensure that there are no water leaks. Dealing with a damp unfinished basement is a minor pain. Dealing with a damp finished basement is a royal pain in the backside. Trust me no that!
