Under the whole tank. If it goes under only the substrate, your reptile will burn.

That depends on the tank that you have. I saw in a similar question that a lot of people swore by the heating pad having to be on the outside.

In my case I have the heating pad inside the tank under the substrate (which is carpet). If I had to put it on the outside it would not warm up the tank properly as the "floor" of the cage is too thick.

And as fenris said, don't use heating rocks as the animal, especially when young, doesn't know when to get off it until it's too late. By then it could be severely burnt. Some people swear by it, I would not recommend it.

Always under the tank! This way you can put substrate (depending on species) in the tank to help keep the bottom from getting too hot. You can also plug it into a light dimmer to adjust the temperature. An indoor/outdoor digital thermometer probe can be taped to the inside bottom of the tank to monitor the temperature.

As long as the tank is glass it should go under the tank and off to one side and the water source should be on the opposite side and a place of cover should be on the side of heater that way as they rest and store up energy that can feel safe

put it under the whole tank. Most of them have an adhesive pad to have it stick under the bottom.

be careful using heating pads/rocks with some lethargic reps such as ball pythons. They often will not move and get burned.

Depends on the snake and size of it's cage. Generally it should be slightly buried on one side of the cage. Your best bet is to go to a pets smart or reptile store with the exact info on your snake or take him with you to the pet store, if you don't take proper care it WILL defiantly die.
