I heard somewhere that eating carrots and drinking milk will help your boobs grow.. is that true?

Highly unlikely. While milk does have most of the nutrients your body needs, including calcium, and carrots are a high source of vitamin A, neither will increase breast size. It's all about genetics and how much hormones (like estrogen) your body produces.
There are commercials about herbal supplements that contain phytoestrogens, but even these so-called supplements do not contain very much of the stuff, and in any case, there has been no proof whatsoever that any of these taken orally has any affect on breast size. Some theorize, in fact, the opposite is true: the weaker phytoestrogen in the supplements or in natural foods such as soy would compete with the body's own stronger estrogen. Taken in extremely high doses, the effect may be to actually reduce breast size.

I never heard that! Funny! Well, I ate tons of carrots as a kid, and my boobs are a DDD cup! So, maybe it does, but then again, I heard they're also great for eyesight, and my vision is horrible!

No. Don't believe everything you "heard somewhere". Time, genetics, weight gain, and pregnancy will make your breasts grow.
