I wanna start a Hookah business, What are the negatives and the positives?

What would be the best way to start something like this?

Wholesale to other shops and don't sell to the public. Liability is unreal in this industry. I worked for a company for 3 years and the man is always getting crafty. Don't even think about selling online either. This would be a sure way to get yourself in trouble. I mean it could be done but it only takes one to get you into trouble. Seriously, wholesale.

Or if you wanna just start a shop thats cool as well. But don't sell online!

Negs ? You mean like every cop in your area watching you 24 / 7 for the chance to score an arrest ?
